Legal framework of the profession
This page offers a concise institutional reading of the framework applicable in Morocco. It guides the public and professionals but does not replace texts published in the Official Bulletin.
The law regulates the activity of anyone who accompanies and assists tourists, provides information on visited sites and interprets heritage. It distinguishes, in particular, city and tour-circuit guides from natural-area guides.
Practice is subject to a licence issued by the competent authority under legal conditions of qualification, aptitude and good character. Professionals work within the category for which they are licensed and comply with the rules governing the profession.
Licensed guides hold a professional card and badge issued under the regulatory conditions. These identify them while carrying out their duties.
The law provides for one regional professional association per region. It safeguards legal practice, defends members’ legitimate interests and represents them before the regional administration and local authorities. Its articles are notified to the competent administration.
Regional associations are represented nationally by the Federation established by law. Guides must act professionally, provide information honestly, respect visitors and heritage, and meet the administrative duties attached to their activity.
Unlicensed practice, improper use of professional titles or documents, and breaches of legal provisions may incur liability and the measures or penalties provided by current legislation.
